He delivered Lowassa to Magufuli after 2015 election.
He is a serious investor in Tanzania.
He is alleged to be playing a key role in the succession. Magufuli had sidelined his group they may now be revived under Samia. CCM is highly factional in it’s internal politics and every MP ako na Mhindi wake who finances him.

He invested close to USD 2 billion to bring Kikwete and his buddies (BOYZ II MEN) power
The after they got into power, as any investor he wanted to get his Return on Investment (RoI)
A few deals here and there he never got back what he really invested
He fought and almost brought down Kikwete (Kikwete PM, Mr Lowassa resigned during the energy deal scandal)
8 years of Kikwete tenure had passed and he had 2 years left before he leaves office
when Kikwete left, came the one and only Magufuli who decided that the ruling party should not be begging money from TZ tycoons (he literally meant Indians and Arabs) since CCM had more than enough assets and money to sustain itself
The starts to jail and confiscate assets owned by these overlords (some had to run away from the country)
Of all, Rostam paid a hefty price after he was forced to sell his VODACOM shares, his passport was confiscated and was literally in open prison.
he sold the shares at 24 billion Kshs
and the state to a huge chunk of that (taxes etc)
so by default this guy invested $2 billion and never got much during Kikwete’s 10 yr tenure…add that to Magufuli’s 6 yrs…

Kikwete and his buddies under estimated Magufuli. They knew he had issues but they thought they contain him.
Then when he got in he turned on them and their networks (MTANDAO) Magufuli went after those Indian and Arab businessmen that were used as fronts by the Mtandao.
Magufuli did not create new tycoons to speak of however level playing field meant most black africans in Tanzania could access businesses that were effectively under the Arabs and Indians.
And guess who owns 10 % shares in Rift Valley Railways in Kenya…
