What you are referring to is delegation of functions. Delegation of power, in this case being creation of Premier CS and his deputies and their power to supervise other CS’s can only be done through written law. Nothing short of a constitutional amendment can give such powers to anyone or delegate the executive authority given to the president.

You don’t seem to get it. There is nothing Premier about those positions, they are just Cabinet Secretaries or Ministers, whichever you like to call them. What they envision is that, all other Cabinet Secretaries will be working and reporting to these 3. sawa?

The constitution talks of the cabinet as consisting of the president, the deputy president, the A.g, and cabinet secretaries. No where does it explicitly say the cabinet secretaries answer exclusively/directly to the president.

Cabinet Secretaries are accountable individually, and collectively, to the President for the exercise of their powers and performance of their functions.

No way can a CS be equal with the Presidency and at the same time be accountable to the Presidency. Hiyo agreement yao ni a simple gentleman’s agreement. In case mtu arukwe there is no recourse in law.

True, and so do a lot of other State officer/official. However, does the Constitution prohibit the President from directing CSs be answerable to someone else other than his/her office?

Now since Rao, Kalonzo and MDVD are all campaigning as one, na walikataa to fold their parties into one like jubilee, they must maintain party numbers in parliament, senate and governorship.

Which means they need numbers right? So essentially they are working together while at the same time they are working against one another.

This means that they are in there for personal reasons and do not have the national agenda at heart, there is no manifesto that belongs to NASA.

Now i wonder what will happen when Kalonzo goes to Mombasa and campaigns against Joho for Omar and then the following day Rao goes to coast kupinga yale Kalonzo alisema and campaign for Joho, the same with MDVD people in Western…How will this picture turn out!? How do they even plan to work together while everyone else in NASA is fighting each other???

Biggest question comes from the Kamba nation. Why Raila again?

izungumkuti itakuwepo katika implenteshen, there are too many centres of power, too many cooks interms of operationalizing their manifesto with decisionmaking being made by a Council oF Principals like the UN Security Council where the Principals have Veto powers thanks to their political clout. These structure obviously goes against the spirit of the constitution which envisions the President as the Head of the Executive branch of government, the Cabinet Secretaries as equals all answerable to the President and where the checks and balances are effective based on the President being able to hire and fire Cabinet Secretaries

If NASA win they will have to contend with numerous legal disputes and teething problems. Then kuna the 2022 elections with atleast 4 Principals eyeing the Presidency, powerplay ikianza there will be alot of wranges and sabotage. This whole arrangement ignores the fact that these 5 people are politicians.

They can choose not to be answerable to a fake premier cs since the post does not even exist
