The mess we are in.. Who is to blame?

Some say Uhuru is to blame because he is the president others say Ruto is to blame he is the only one stealing in govt the money for 2022 and putting us in mess. Others are saying that its both Uhuru and Ruto to blame they are the one who got us in this mess.
Some are claiming Ruto is innocent and should not be blamed because he has been sidelined in govt and that UhuruRaila should carry the place because both are now running govt courtesy of handshake.
Others claim Raila is innocent and still an opposition leader with no part he plays in govt at all and that Uhuru should carry his own cross. But some think Raila has been a sanitizer of Uhuru’s mess and has joined him in messing up the country through handshake and BBI nonsense.
Somr better believe our mps should carry the cross for not holding govt accountable. So who is to blame after all?
