It was an Uhuru project meant to create a position that could strategically position Gideon Moi for the presidency in the coming years. Raila was a beneficiary to it because he could use it to create a coalition of tribal kingpins against Ruto and maybe have Gideon Moi as prime Minister.
Basically BBI was Uhuru’s agenda to return his gratitude to Moi family by positioning Gideon Moi for presidency in the future just as Moi had done so to him. Raila was needed to enable these reforms to pass. Ruto was a victim of circumstances in it.
