How is bills not paid considered waived? Government is mad
Hanifa paid out momey to the victims. Whether they paid or not is a non-issue.
If you owe me money, and I waive it. No one has to pay it to be considered waived. Public hospitals are government hospitals and government owns them so they can decide to waive payment
