Under the 2010 constitution, Cabinet Secretaries are not supposed to be Members of Parliament hence most of them are drawn from the private sector. This has brought its own share of problems since these CSs rarely face public scrutiny. The CSs save Matiangi have been unable to deliver fully on various projects. My take is these CSs are just there to serve the interests of a few individuals ensuring these individuals are able access prime govt tenders.
Cabinet Secretaries are senior policy advisers, they provide leadership to respective government departments and provide administrative support to ministers.
Normally CSs don"t lead on implementation of projects, they are the senior most Administrative Civil Servants, another team ought to be doing these task, we don’t appear to have such a team; Program Development Director.
