This is like asking how to start a fire without heat or fuel. It can’t be done.
Be vocal, radical in your area. Attend meetings, weddings, barazas and ensure you’re always addressing people.
The key is to standout, articulate, etc. Local leaders will start approaching you. Consider working as a PA for one, and later run for MCA or other entry-level seats.
Even a peasant has to have enough capital to move around.
