As I have always said adopt an ethnic federal system where 70% of resources goes to ethnic states. Let military, foreign affairs and some few elements of education and transport remain in the federal govt
People fight over resources, jobs and perceived ethnic discrimination as in the case of Kenya. And this you can address using ethnic federal system that ensure each tribes are responsible for their own successes and failures so that they have no one to blame. See the case of Siaya County currently. The Luos can only blame themselves. Let’s merge these counties that are ethnic homogeneous and create ethnic federal system of govt and this unending fight for presidency perceived to carry all resources shall end.

South Sudan has no ethnic federation. Its divided into 10 states that are not ethnic by nature. And the president still has got big control of those states by appointment and dismissal of governors.

This was completely rejected by the framers of the constitution. Wananchi pia walikataa, and with reason. Tribe is a very fluid concept, determining who belongs where is a nightmare.

The matter of devolving resources is one that the national assembly can comfortably address and pass.
