The West was opposed to Ukraine’s independence, but Russia went ahead with the idea anyway. Those weapons belonged to Russia, since it was the mother country tasked with ensuring future stability. When your son moves to his own hut, you don’t give them one of your wives.

The problem with the “Ukraine should not have agreed to give up their nuclear weapons” argument is that the Russians had operational control of the nukes on Ukrainian territory and would have needed to relinquish the codes for those things to work. Of course the keys could be changed, but it would take a long time. Plus not all of them were real nukes. Dumb bombs and shells were also part of that stockpile.

ukraine would have gotten too much heat from european countries like germany if it kept the weapons. it would have to hide in russia to keep the weapons. given that ukraine was still considered russian territory, the only way not to be sandwiched between two hostile regions was to demobilize the nuclear installations. At the time situation was dire and the region was suffering from too much poverty to care about nuclear warheads.
