Petty non violent offenders should be released to serve some form of community service after paying their fines and penalties.

They need to make room for thieves like Waigurus. We know that will never happen.

Rehabilitation is dead. This is one sector that has been neglected en masse.

Blame meagre resources, cramped institutions crying for renovation, crooked wardens, lack of forward planning, et cetera.

No need to fill prisons with chicken thieves and others whose only crime was engaging in drunken brawls while the real thieves reside in Runda, Muthaiga and Karen.
