By being pragmatic. His father the late King took him to the best schools in the West but he decided to take his higher education in Jordan in an Islamic university. He joined the military and excelled winning over the troops and citizens. He climbed the ranks until he was head of the special forces. When Palestinian terrorist attacked the capital he was seen on live t.v leading the counter offensive against them by a shocked public. He picked a Palestinian lady as wife and queen of Jordan winning over many in the country. He has been wise to court all sides from the extremists, moderates and liberal world powers. In a region where the west is highly scorned at and any leaders who are close to them instantly makes them unpopular, he has kept contacts close but not overwhelming. In other words he is a friend to many and an enemy to very few if any.
Jordan has never really been a staunch enemy of Israel after losing the 1948 war. Even during the Yom Kippur war, Israel expressed to them that they didn’t wish to engage them but were forced to after the other arab states forced Jordan into the war. It has a peace treaty with Israel when they were promised cancellation of debt and increased aid like Egypt. The agreement with Israel provides for technical expertise exchange and the Israelis even built a hospital in Amman. There’s also the issue of them being a majority Sunni state, fearing interference from Shia Iran and Shia led Syria, they chose to keep the Israelis closer to counter this threat
