DCI have no reason to move in secret and work in secret. DCI investigates crimes and collects criminal evidence…they do that OPENLY since they are part of national police service. NIS, on the other hand, is a civilian agency and needs to work covertly for effective intelligence gathering…it has zero police powers but they pass intelligence to the police to ensure national security.
