According to the constitution, Chiefs do not have official duties. They are not public employees, they are personal assistants of the president. You cannot sue them since they do not have any public office recognized by the government. They have no official responsbility to ensure your safety and security. They only report to the president and no one else
Nop, they are not in the constitution, they are private assistants of the president, nothing more. They are not government officials, they are not in the public service. They have no legal obligation to public safety .

Even though the Constitution is the supreme law of the land, taking precedence over all other forms of law, written and unwritten; most of the laws in Kenya emanate from an act of Parliament. These are introduced into Parliament as Bills.
E.g The Dogs Act, the Nairobi City County Act, etc. Others include Executive orders of the President, e.g in reorganizing his govt. For instance, Cabinet Positions, CAS etc.
