Normally, encryption protects the information. However, the metadata that identifies the transmitter aka the target phone on the network cannot be encrypted.
The triangulation algorithm does not need the encrypted info, just the unencrypted metadata. So you can potentially target anyone with a phone and a known route. Now you know why it will interest the US govt.
