That’s an ignorant statement , any plan has to be approved by the council or county government .
Our problem is corruption and that has given us a poor quality on architects who have narrow minds than their profession desires. The corrupt city council’s and county governments will approve anything as long as you give a bribe you can have your way. They do not consider what type of building should be in which area. You can build a descent mansion and an idiot comes and puts up an ugly rental or building next to yours .
Then we have Kenyans and their idiotic ideas of putting up rentals without design or plan. The plot 10 investors .
