No he is not. Think about it. You either become a dollar billionaire through land and property ( alas Kenyattas) or through ownership in corporations. You know who the owners of companies are and there’s none that has significantly appreciated in value since Ruto took power. So they are close to their initial cost value. And land hasnt appreciated significantly since 2013 assuming he purchased large tracts then. Which also places him at initial cost + appreciation. So that means to be worth $1B, he looted $800m+ in cash and didnt spend anything ( campaigns, dividing with conspirators as is the norm, etc). Thats looting the whole Eurobond by himself.
I’m basing my math purely on his share of amounts looted in the last 7 years. Between him and Uhuru they’ve raked in hundreds of millions of dollars in kickbacks from China Wu Yi and heists like Eurobond.
You would have to lay down your math for analysis here. Otherwise many times these figures are for emotional appeal to rather than practicality. Otherwise a billion dollars in a third world economy with no significant natural resources is no easy fete.

You are assuming that it was only two people eating. Many times, these deals involve a lot of people. From Chinese officials, international bankers, etc. Lawyers too who are not cheap when they see such amounts. Kumbuka in China you will be executed for corruption so T’s and I’s have to be dotted. Also moving large quantities of money costs a lot.
Being a billionaire, dollar or otherwise ,is for a lot of these guys mostly for convenience/influence…like Trump could change his to suit the narrative at the time.
Determining someone’s wealth is near next to impossible because of proxies that hold that wealth for them,and that each and every one of us is an entity on our own legally.
Kalonzo claimed to be worth 50M at some point if media was to be believed,but only because that was what was in his name time ya public wealth declaration,but I can be he was worth way more.
