It’s a cultural-political war they are losing. They don’t want that world cup because it exposes westerners (& the westernized) to Russia & the Russia that Putin has managed to build.
They want to avoid that cultural exchange because it’ll eventually lead to Russia being seen by the rest of the world as a possible, reasonable, reliable ally (I use this term sparingly).

True, President Putin has rebuilt Russia and hosting the World Cup is a statement to the rest of the world that its mojo is back. The 12 cities that host it have been upgraded to anything the west can offer. Public transport, healthcare, utilities, housing, infrastructure, security and social facilities. Russia has done it under 2 decades without exploitation of resources from other nations.
