Whichever candidate loses in the regular election, will still lose in the ensuing runoff. It’s not like some mythical voters will show up from somewhere to reverse initial results.And a similar number of voters won’t show up for the initial winner. So it wouldn’t make sense for loser to partake in a runoff. It’s just burning resources. Punt like Raila in '17.
