Requirements of Container Clearance by Clearing Agents

Guys, is it right to subject a container full of used household goods (custom officials in NBI ICD have already cleared it for collection, and contains custom free items) to the following charges;
Railway development levy, port health fee, port storage, container detention charges?

Mind you the firm was sub contracted, goods came from Germany.

The firm handling the freight implicitly said they will cater for every charges incurred during the whole process and that i shouldn’t go into my pockets to be involved anywhere
