Will reforms into procurement and tendering help nip corruption and actually allow more Kenyans to supply the government with services?
Like a break down of tender requirements into smaller geographical areas to appeal to local suppliers, and the introduction of electronic tendering through a portal shared with local authorities where all Kenyans will be able to watch how tenders are awarded and to also keep track to see if those goods have been actually supplied to government.
Tendering-How about we start with quoting for a commodity same price with the current market price and government paying that price once delivery is done. Has been tried before in other countries.
Let’s wait and see, I’m skeptical about it though, why ?
IFMIS was supposed to streamline procurement processes, we all know what is happening.
Pale KRA, whenever a major deal is to take place, KRA experiences major blackouts, so as to revert back to the manual system, then , the country lose billions of ksh like that.
Anyways.
As long as humans as still involved, corruption in tendering will still continue. IFMIS was brought and we were told no moneys will be lost. You can judge by yourself that IFMIS has not stopped fraudulent money transfers from Treasury.
IMFIS has been a failure across Africa. Africans just don’t take cybersecurity seriously. But since then it looks like now the IFMIS system is somewhat working it will take some time for us to build the necessary competency.
IFMIS is like an ERP system, it is only as secure as the users, if somebody wants to steal they will steal,what the system does is to help identify the leakage . It has not failed.
I’ve also heard that a major weakness of IFMIS currently is that all the modules are not activated and in operation; apparently, were it fully functional all transactions/information should be appearing within the various modules in real-time. So huwezi kujificha from PPOA/KRA etc. While it wouldn’t be 100% secure, it would go some way to complicating ‘deals’ za watu.
