According to this tweep below we could have financed SGR easily. His calculations are a bit fantastic e.g 12% ROI for idle govt funds but even without ROI we could have around 300bn from the levy in 10 years… which could have been used to settle SGR debt. I tried to find out more about this levy but the East African says “The revenue collections and expenditure for this levy remain a mystery, even to the Auditor General”.
