Raila really, REALLY, needs to be sincere with himself

Water shortage in Nairobi and its environs is set to be a thing of the past as government plans to develop alternative sources of the precious commodity.

Currently, the city gets its daily water supply from four major sources namely Kikuyu Springs, Ruiru, Sasumua and Thika dams – all of which provide 497,400 cubic metres of water per day.

However, the Ministry of Water through the Athi Water Services Board, together with the World Bank and the French Development Agency, has crafted a master plan that will see other sources of water developed.

The move will, however, not only benefit residents of Nairobi alone but also 13 other satellite towns within a radius of 70km from Nairobi.

The satellite towns include Kikuyu, Ruiru, Juja, Kiambu, Githunguri, Mavoko municipality, Ngong Township, Ongata Rongai, Thika, Gatundu, Limuru, Lari (Uplands and Kimende) as well as Tala- Kangundo.

According to the plan unveiled Tuesday at an event graced by Prime Minister Raila Odinga, in the first phase of the plan, the government has proposed to sink wells in Kiunyu and Ruiru areas, which is expected to increase water supply by 64,800 cubic metres per day.

Other phases will see the construction of a tunnel diverting Irati, Gikigie and Maragua Rivers, while the third phase will see Maragua and Ndarugu dam built , amomg others.

Collectively, this is expected to increase water supply within the city by 654,048 cubic metres per day.

Mr Odinga said the entire cost of the project will total Sh160 billion on completion.

“Phase one and two of this project will cost Sh25 billion. The government has now embarked on bold steps to develop water sources that can meet the needs of the city and the satellite towns up to the year 2035,” said Mr Odinga.

"The steps involve the development of water sources as associated infrastructure in four phases. The first phase is
slated to start this December.”

The PM said the government was also embarking on a Sh4 billion sewerage expansion plan, which is expected to be completed by 2014.

“Such investments will ensure that our water security is not compromised by degradation of water resources, climate variability and climate change,” he said.

The city and its satellite towns face large water supply deficits, which have been magnified during the recent droughts. This has made supply unreliable leading to increased water rationing. As a result, consumers are forced to pay for water from vendors.

Mr Odinga said the drought that caused enormous losses to the country’s economy, could have been averted had Kenya kept pace with the development of water infrastructure, which had been planned 20 years ago.

Because of this failure, said the PM, the current water available only meets a mere 60 percent of demands of the city and its satellite towns.

Water minister Charity Ngilu praised the plan, saying it would improve access to water for the residents of Nairobi and its environs.

She said the Ministry was in consultations with the German Government with the aim of securing funds towards the upgrade of the water infrastructure in the country.

Jubilee owns up to the existence of the Northern Collector Tunnel

The Jubilee Government has finally owned up to the existence of the Northern Collector Tunnel which the government says has never been listed either as its achievement or its plan for the country including during the State of the Nation addresses by the President, and briefings by the members of the Cabinet that have preceded the President’s State of the Nation address since 2014.
That veil of secrecy has finally been lifted. But it still needs to be explained. The owning up has however come with the caveat that the project was launched by Hon. Raila Odinga in 2012 which brings controversy since Odinga launched the Nairobi Water Master Plan and not the Northern Collector Tunnel.
The Master Plan was to be implemented in phases, with several in-built precautions. It was to begin with sinking wells in Kiunyu and Ruiru areas, which was expected to increase water supply by 64,800 cubic metres per day. This has not been done.
There was to be a Sh4 billion sewerage expansion plan, which was expected to be completed by 2014 to ensure that the city’s water security is not compromised by degradation of water resources, climate variability and climate change and ensure Nairobi’s capacity to absorb more water. This has not happened.
The government was also to build dams in Maragua and Ndarugu dams, among other places while the government weighed other options. This too has not been done.
The construction of a tunnel diverting Irati, Gikigie and Maragua rivers was to be considered as a last resort, and subject to findings of feasibility studies and Environmental Impact Assessment. In the current case, as Hon Raila stated a while ago, the diversion of the rivers has started; designed, commissioned and construction commenced before an Environmental Impact Assessment report was prepared and before a license was issued by the National Environment Management Authority.
The project had been designed by end of the year 2013, the tender for a contractor was published in March 2014 and an agreement signed with the contractor on 1st September 2014. A payment of Kshs. 1,365,127,934.56 was also paid to the contractor in October.
But the terms of reference for the conduct of the Environmental Impact Assessment were not approved till July 2014 and the EIA report was not approved till November 2014. The License by NEMA was not issued until February 2015 well after the contract had been signed and payment made.
Hon Raila Odinga had long left the government when all these illegalities were being committed.Besides, Hon John Michuki, who was the environment minister at the time the Master Plan was unveiled, vehemently opposed this project and the grand coalition government agreed to defer to him in his capacity as the responsible minister, pending further consultations.
To say the Northern Collector Tunnel is Hon Raila Odinga’s project is a lie and refusal to take responsibility. It also does not answer the issues raised: Where is the public consultation? Where are the hydrological surveys? Why has this project proceeded in secrecy for two years until today? These questions cannot be answered by invoking Hon Raila’s name. We are amazed at how Jubilee wants Hon Raila to take the blame when their projects go wrong while they take the credit when things go right.

This is the second time the UhuRuto government has begun a big project without first getting an environmental impact assessment done, seems like they dont care about our environment.

I am made to understand that Mau is going down at a very fast rate. Some colleague passed around the place kutoka hizo sides za Kericho kuja Nairobi. Anasema the rate at which the forest is being cleared is similar to what is happening hapo Ngong’ forest. Very soon Kericho, Nakuru and Narok will not be able to produce much food and cash crops.

i think such kind of politics is good for kenyans,
i was getting tired of the usual non issue based squabbles
now if the opposition could continue questioning other uncompleted promised projects this could really put the government on its toes,
kenyans shouldn’t care about jubilee vs cord bullshit, let our interests take center stage.

Yes on issue based. Failed completely on propaganda.
I have been poking opposition supporters to show us even one project babuon launched. Well when they finally get it, they don’t realise how well it can work to their advantage. A vision 2030 project that will benefit Nairobi-Tana River-Muranga counties is a coup. But since their mindset is fixed on opposing everything and anything. They oppose it completely taking away all claims to the project. They don’t even check the basic to realise babuon launched the now called (Jubilee-World Bank secret project). It was flop of the year plus foot in mouth moment.

Don’t make me part of your illusions. Raila didn’t care about Mau Forest it was a power move to show his supposedly power hold in RV that he can do as he wishes. DP Ruto said clearly that he is not opposed to saving Mau only that the evictions be done humanely and government allocates any land for the evictees instead of throwing them to the roadside. For example KFS evicted 10,000 people from Embobut Forest Elgeiyo Marakwet, they were resettled and the friction was minimal. Mau evictees were resettled by Jubilee and the 10,000 Mau Forest is currently being rehabilitated. The second face is supposed to begin in Mau Narok where all the forest land is now on maize or wheat. The Maa leaders who were in the forefront of supporting evicting the Mau settlers along Molo/Kericho are now bitterly opposed of the same eviction of the maasai people on their own border with the forest. Its ok when its other people but not our own.

Lakini this is still an important issue. Let residents of Murang’a be involved in planning for that project because they are likely to bear the consequences. Anything else ni kelele tu.

There’s a huge difference between changing one’s mind and pretending that one was never involved.
