•Make senate upper house. Currently, Senators are embroiled in a showdown with National Assembly over powers.

•Increase allocation to counties to 35% from the current 15%.

•Replace CDF with ward funds.

•Abolish the position of deputy governor.

You have to get it that the current system of politics has demigods who thought the punguza mizigo bill as a path towards curtailing their political progress. It was not mcas who rejected it rather It was uhuru/raila/ruto/kalonzo/mudavadi who felt their interests were threatened. In kenya we do not have leaders, we have political connects who advance their demigods’ agendas

@dr.n is right…of-course ODM was still holding a “grudge” against Ekuru after the 2017 elections and they rejected his bill out-rightly.
