why does IFMIS crash/go down every now and then? is someone sabotaging the system or it was engineered with some deliberate unreliability?
There is only one man who can shutdown IFMIS, PS Finance Thugge. If national and county government order so much funds than is currently at the consolidated funds account. Then he shuts it down for a few hours or at most a day or two until sufficient funds are available from KRA. After that maybe on UhuRuto and CS Rotich and security services can reach him. The rest mtangonja. IFMIS is due for upgrade once world bank approves the consultant company to do so. It was their project from inception to actualization.
so basically when county govts say that they can’t access funds via IFMIS it is usually shut down coz of funds?
Basically yes but it the whole system goes down not just county. Like today is Friday end month you will find orders between 50-100 billion at one go. Hiyo mtangonja a day or two to get it going again.

Billions of transaction isnt the same with billions of shillings. This isn’t Mpesa where people are sending funds from their own pockets to and from. The source is one Treasury. Now imagine salaries should take priority now but at the same time someone else wants to pay suppliers, recurrent costs and projects all in end month. Treasury gets on average just over 100 billion a month. All that can’t be depleted in one day, they will be forced to borrow domestically and expensively. There was an agreement with governor’s that 1st week should be salaries and recurrent expenses. Second week are suppliers, third week tenders and 4th week is for projects.
