- (1) Driving licences and provisional licences shall be in the prescribed form, and there shall be affixed to each driving licence a photograph of the licence holder which shall be impressed with the official stamp of the Registrar.
B The signature of the licence holder shall also be affixed to the licence.

Section 37 does not prescribe a penalty for failing to sign the licence. So cops have no reason to arrest you and homo-sex your day up. Right? WRONG! The legislators hid this provision somewhere deep in the folds of the Traffic Act:
- (1) Any person who acts in contravention of or fails to comply with the provisions of this Act, or who acts in contravention of or who fails to comply with the conditions of any licence, order, demand, requirement or direction issued under or in pursuance of this Act, shall be guilty of an offence.
And this here is what you are facing:
(2) Any person who is guilty of an offence under this Act for which no penalty
is otherwise provided shall be liable—

The first thing I was taught while taking my driving lessons was that I should sign the Driving License as soon as I received it. Those arguing are those who took informal driving lessons from friends, relatives and those estate driving schools.
Why don’t you go a step further and challenge the legality of renewing the damn thing after every year or after every 3?
