Kenya IPPs sign long term deals to provide emergency power. They are usually over 25 years. If they are not supplying the grid the IPPs are still paid to be idle. That’s the problem. Over 59% of kplc power is supplied by Kengen. Yet IPPs are paid 61% of the power supplied to Kplc.

IPP ownership is where the problem is. Well connected power brokers , i won’t mention names get paid obscenely high prices per KWh as compared to what kengen us paid. Paid in dollars.
To make sure they never operate at a loss , when diesel prices rise every month , they are compensated.
One IPP owned by a former KPLC wa given startup money to build the plant by the govt in the nineties. It still churning out smoke today over 30 years later.
