Even if you employ a 1 million staff they will be very unhappy and disgruntled. Productivity at Ethiopian SEZ is very low such that Chinese firms are now offering free food to boost morale. Some flower firms that opened branches there are now reworking their plans and expanding here again. Also Ethiopia isn’t part of WTO and depends on bilateral trade agreements. Most of its Chinese firms products there get shipped back to China then exported.

Despite our other shortcomings as a country, one thing I’ve seen and also heard from friends who work in other African nations, Kenyans WORK. Watu hujituma sana so our productivity in factories and offices is high and reliable. I’dimagine for a factory the investor may be willing to spend more on power with the chance to offset it against the higher productivity and ease of importing raw materials etc.

Tanzania has been cooking its financial books for 3 years. They are even amending the law on statistics to do it legally. Top of the cooking is reduced revenue collections across the board. This means they can’t finance it budget adequately, can’t meet it debt repayments and can’t raise significant loans in medium and long term. This is why Tz hasn’t considered doing a eurobond as it requires they open their books for deeper scrutiny. They haven’t applied for financial rating and remain at junk status. The second intense cooking is on FDI numbers. Since megafools started his unilateral seizure of minerals, cancellation of licences and revoking of agreements then investors have stayed away. However they will announce new projects and launch them before investors are on the ground. Within a year or two when it becomes clear the investor is not interested anymore they go silent but that false data remains in the system propping up performances that don’t exist. Right now investment in Tz is on hold as the agreements could be rendered useless overnight. Lastly the economic performance data remains strangely high despite reduced performance across all sectors. This is where world bank requested for an audit and it led to friction. Even MP’s keep asking how come the budget keeps increasing despite not collecting more taxes. The same development items keep on been budgeted for every year for 3 years. It doesn’t add up.

DAR ES SALAAM (Reuters) - The World Bank said it was deeply concerned about new Tanzanian legislation which would punish anyone who questions official statistics, saying the law would undermine the production of useful and high quality data.
Lawmakers last month passed amendments to the Statistics Act that would impose fines, at least three years jail time, or both, on anyone who questioned the accuracy of official figures. The attorney general said the changes were needed to enforce standards.
Opposition groups and other critics have said the changes were part of a broader government crackdown on dissent and criticism of its political and economic record - a charge dismissed by authorities.
The World Bank said the changes to the law - which still have to be approved by President John Magufuli - were “out of line with international standards”.
“We have shared our concerns with the Tanzanian authorities that the amendments, if implemented, could have serious impacts on the generation and use of official and non-official statistics, which are a vital foundation for the country’s development,” the Washington-based lender said late on Tuesday.

Government spokesmen were not immediately reachable for comment, though the finance ministry was expected to make a statement, an official there told Reuters.
Under the amendments, people who question the accuracy of official statistics will face a fine of at least 10 million Tanzanian Shillings ($4,370), at least three years in jail, or both.
“The saying ‘research is discredited by other research’ will lose its meaning in Tanzania because researchers will not allowed to criticise official data,” said Richard Mbunda, a Political Science lecturer at the University of Dar es Salaam.
Local businessmen and foreign investors have said economic activity in the country has dramatically slowed since Magufuli took office in 2015 pledging to limit foreign ownership in critical sectors such as mining.
The government denies that it is trying to curb dissent and argues that corruption has robbed Tanzania of profits from its resources for years.

I remember being envious that TZ economy was growing at such a high rate while ours was contacting. But what makes me think you’re right about cooking books is how does a country grow at 7% annually and the country remains that poor? Kwani how bad was it in the early 1990s?
