Essentially this is what should happen. A ministry of devolution requires additional staff and a budget, yet its core duty is by design transitional–a transfer of functions to county governments. If that transfer has been 75% executed (this is an assumption, I stand to be corrected), then a Ministry of Devolution need not exist. Governors should take charge and petition parliament to push for completion of the transfer of any remaining functions.
