The aim of devolution was to move away from a centralised system.

Essentially this is what should happen. A ministry of devolution requires additional staff and a budget, yet its core duty is by design transitional–a transfer of functions to county governments. If that transfer has been 75% executed (this is an assumption, I stand to be corrected), then a Ministry of Devolution need not exist. Governors should take charge and petition parliament to push for completion of the transfer of any remaining functions.
I think I heard WSR pledge and “order” complete transfer of devolved functions. That’s why am surprised if he has decided to retain it chini ya maji under DP’s office.

A very valid question. Provision of water in ASAL areas and the promotion of agriculture would solve a lot of probems.
If they have good intentions that’s the best way forward since centralising power means total control and easier decision making for development and quality control of counties . But if the spirit of roho mtakayote vested by burning spear to his family takes over them we are finished
Total transfer of devolved functions should be followed up with proper oversight and accountability mechanisms. Otherwise more money to counties easily translates to a bigger chunk from which to plander! Something serikali ya JSKS doesn’t seem bothered about.
