Penguin and Jambasi share the same archetype.they will do anything and crush anyone on their way to the top.
Penguin isn’t bankrupting a whole country

Compared to other more complex characters like Joker & Harley, Ra’s Al Ghoul, Two Face etc Penguin is a simple gangster but this portrayal of him in the series is excellent
