Unfortunately if you want your car to be safe in County Council parking areas you’ll have to pay them.
Even if you park right outside City Hall you’ll have to reach into your pocket or you’ll be asked to move your car (this is despite paying the County parking fees).
Alternative is the private lots. I made friends with the chogis at Nbi Safari Club so I pay between 100-200 depending on duration.

Gari mihupark kwa club halafu nachukua mat mpaka tao, but on the rare occasions I decide to park in tao, naenda either kwa mosque which is free, ama kwa back street ya River road naachia jeshi ka rwabe.

What are talking about ? I have parked there for 2yrs now and i have never experienced any delay that lasted more than 3 minutes and its very convenient interms of accessing all the major roads. I dont see myself changing anytime soon.

The situation in CBD is like grabbing a parking , there is a guy who was the boss outside Simmers, during the week you could hardly park your car despite there being one or two empty slots unless you agree on duration and a token from one of his boys and mind you he was not a parking attendant.
