Yeap, to dismantle it, Gava needs more resources dedicated to the vices than just arresting the foot soldiers.
Maybe target the Traffic Commandant, then do undercover investigations for a considerable period of time, FBI style.
Sad thing is, in .ke every Government department is a cartel in it’s own right. Kwanza KRA huko ndio mambo huwa imelala.

My late friend Traffic commandant Angote told me those traffic bribes go all the way to the police commissioner, catching the small fish haitasaidia, on Kiambu rd. alone the cops take 60K a day, the traffic department is practically a cash cow for the big dogs at Vigilance house.

My point exactly, foot soldiers know they are well covered, same applies to the Anti narcotics dept.

Reason enough why no successful prosecution or dismissal from the force ever takes place.
If you can bribe cops to tamper with evidence so that your case gets dismissed, what can’t the cops do for one of their own?

Beshte wangu billionaire ako KRA has given a resignation notice simply because he doesnt want to be vetted. Actually he told me that many of his colleagues are opting to resign rather than being vetted.
