why is getting a figure out of a developer such an uphill task. It has made me doubt and skip potential contractors.
Are you talking as an individual or a company when you say its difficult to get a quote from a developer?
Crap pay for crap work. You get what you pay for.

Agreed. That pay looks very low. 2 weeks work for a developer should be at least 125 K.
Thats the thing. We as developers tend to not deal with individuals because you find most of them are penny pinchers ( no offence). Most individuals will tend to want the world delivered to them at an unrealistic price. And most times you will find they havent thought through the idea properly.
Also, their budget tends to be extremely limited as alot of them tend to work from savings they have.
A company on the other hand will know exactly what the want, will have budgeted for it and also wont have any qualms about you charging for extra stuff they want etc. And also a company is an established entity so they will tend to give you more stuff to do in the future as opposed to an individual who is probably trying out a new idea.

very true, esp on the specs, many individuals take will just have an idea and then expect you to fill the specs, then after a feature is developed
they get more ideas…

True. You will mostly get campus guys just starting out in development and so wont mind much doing it or a guy who has cleared campus and is just sitting at home (staying with his/her parents) doing nothing.
