OpenAI CEO Sam Altman hastily amended his company’s newly signed military contract after facing intense public pushback and a massive surge in ChatGPT uninstalls.
The fallout started late last week when U.S. Defense Secretary Pete Hegseth officially labeled rival AI firm Anthropic a national security risk because the San Francisco-based startup refused to let the military use its technology for mass domestic surveillance or autonomous weapons.
Just hours after the Trump administration blacklisted Anthropic, OpenAI secured a Pentagon deal featuring an “all lawful use” clause , which critics quickly pointed out left a dangerous loophole for government spying.
To mitigate the ongoing backlash , OpenAI has now formally updated the agreement to explicitly prohibit the deliberate tracking and monitoring of U.S. citizens, further clarifying that intelligence agencies like the NSA are barred from using their systems without a new contract.
