ONLINE PETITION: Uhuru MUST Declare Corruption a National Disaster

AS EXPLAINED IN THE PETITION:

In the late 1990s Kenya seemed to face an existential crisis brought about by HIV/AIDS pandemic. At the time, the rates of HIV transmission were increasing astronomically and the number of people dying of AIDS was at its peak.

Many Kenyans were unsure of the country’s ability to minimize HIV infection rates. Some even accepted universal HIV infection as the looming fate of the country.

Despite its delayed response, the then leadership took decisive action. In 1999, President Daniel Arap Moi declared AIDS a national disaster.

In an effort to increase HIV/AIDS awareness in 2003, President Mwai Kibaki took part in an anti-AIDS commercial shot on the State House lawn. The following year President Kibaki declared that he was not afraid to get tested for HIV/AIDS. Perhaps his actions were inspired by President Mandela’s , who, in 2002, donned a t-shirt that read 'I am HIV Positive’ in an effort to end the stigmatization of those living with HIV.
Because of deliberate and diligent efforts made by the government, AIDS is no longer a national disaster. It is estimated that 1.6 million Kenyans (6% of the population) are living with HIV/AIDS and 1.1 million children are orphaned because of the disease.

While HIV/AIDS is no longer a national crisis in Kenya, we are currently being afflicted by a pandemic that affects all 44 million of us. That pandemic is corruption. Decisive action is needed.

Reflecting on how our former leaders addressed HIV/AIDS, we ask President Uhuru Kenyatta to declare corruption a national disaster and take similar steps to tackle it. By declaring corruption a national disaster the government will ensure that sufficient resources are allocated to effectively fight this vice.

We the people are proposing:

  1. The establishment of a Corruption Control Council.

  2. Wealth declarations of all State Officers and Senior Public Officers. The wealth declarations and vetting will mean that Chapter 6 of the Constitution will automotiaclly weed out the corrupt.

  3. A public website where we can access wealth declarations for all elected officials and senior civil servants.

  4. All State and senior Public Officers must undergo a public “are you corrupt test” – which will be a forum to explain how they earned their wealth.

  5. The formation of a well paid and well equipped team of anti-corruption investigators and prosecutors, independent of executive and political interference.

  6. The Chief Justice to ensure that corruption and economic crimes cases are heard by specialist courts . The cases should be expedited and handled swiftly to minimise witness tampering, intimidation, and concealment of the stolen assets.

  7. Three months moratorium be given to people who have stolen from the government or grabbed public assets (including land).

a. If the stolen assets are returned the suspects will be granted amnesty against prosecution.

b. Amnesty be given to people who return money stashed in foreign countries without questions asked.

  1. Reward and protection given to whistleblowers.

We call upon President Uhuru Kenyatta to declare corruption a national disaster and to sincerely institute, at minimum some of the steps outlined above.

He or people close to him could be a beneficiaries and I doubt if any action will be taken.

How will the anti-corruption investigators and prosecutors (No.5) be selected? That is what shall determine the success in fighting corruption

Let he who has not bribed a police officer sign first.

How will knowing which public official is corrupt help us? Isn’t Sonko still Senator?

Oh yes, I reiterate… MUST. Our runaway corruption is the single most pressing national issue at the moment. Once we start addressing it and fighting it without fear nor favour, EVERYTHING else will start falling into place!

Uhuru hakuna kitu atafanya, the most corrupt person in his government is his debuty, who I am told has Uhuru by the balls.

The folly we have is thinking that forming Commissions, Councils, Authorities and Boards is the answer. Corruption is a moral vice that cannot be fully addressed through laws or special commissions. We are not even using the currently existing tools because we don’t want to. Kila mtu anafaa ajiangalie aone vile anachangia hii upuss na ajaribu kuacha kivyake. And that’s the whole point of a petition like this. We need a whole new APPROACH to tame this monster. Kinda like how the fight against HIV as a pandemic received a lot of support and goodwill starting from the very top.

How about introducing mandatory anti-corruption classes, starting from the primary school level? That way you’ve moulded the psyche of the next generation at the tender ages and at the formative years!

Great dream. How much has the Uhuru name benefited from corruption? Anza hapo n u will have an answer where that petition will go.

I often ask all of you who tend to think corruption is committed by others and not you, how often do you twist company rules so as to benefit either in time or assets? How often do you make claims or obtain money from your office illegally. Have you ever stolen from your employer in procurement or otherwise or as @wheelz is asking, bribed your way out of a situation? I guess all of us are guilty, it is only that we aren’t in that high office where we can engage in Grand corruption.

Lamentations like this are not going to help anybody! How about a fresh start whereby we start on a clean slate? Kama mtu amekula, arudishe as per the amnesty offered. That way there is progress in the fight against graft, not just bitching day in, day out & doing nothing about it!

Boss I am not lamenting. It’s like yesterday when Uhuru had a summit & says something like 70 percent of corruption is in this tent. Then do something about it. Not another commitee to look into it. The whole thing is crazy - a committee to investigate investigations.

Lemme give you a hint what will be done to that petition if it sees the light of day. A committee will formed to review it.

If u want a change in Kenya it will have to be done from the ballot box. The odingas, rutos,uhurus…wote waende, then maybe you can start having a solution for corruption.
