The commissioners role just like in 2013 is to approve, supervise and make ultimate decision such as declaring winners. The engine is the secretariat which CEO Ezra Chiloba is fully incharge of from staffing, planning and execution of policy. In 2013 Oswago was CEO and he declared the elections as fair and credible but ofcourse babuon will never accept defeat, then it doesn’t matter.
Its 100 days to party nominations so expect the focus to shift from national to local politics en-mass. This is the season of the final push to confirm your popularity at home. Jubilee Party is ready, already 47 county offices have been secured, paid, staffed and awaiting commissioning. The relevant party bodies will relocate there from County elections board, nomination arbitration board, county campaign teams, secretariat and interim party officials who are technocrat not aspiring candidates. Everything will be decided at the counties and only the most difficult case sent to national office for a broader insight. IEBC will reply on the Jubilee party request to manage its nomination and the only thing they want clarification is the cost they will charge Jubilee Party for their service and use of public resources. Meanwhile the opposition don’t even have a vehicle ready or even the line-up. They are in for a shock come 2017.
