If the stolen money was found in her bank account and the judge seized it, why is she not charged with possession of stolen money ?

Not a lawyer. But i guess the specific request was that the state wad interested in knowing the source of the money held by the said thief. When the thief was unable to prove that the money was legally acquired then the court had no option than to return the money to the state.
For criminal charges the state would have reported that the accused commited a crime under section blah blah of the penal code.
