I think these kinds of cases should have a different kind of justice system. Our regular courts are too lenient on these big shots.

A government ministry is headed by a minister. You cannot arrest a junior while the minister walks free. The problem is the minister not the junior. If the juniors know the minister is strict and tough, no person will do something stupid in that ministry.
In Kenya the juniors are used to steal while the money goes to the seniors and it is the juniors who get arrested
Some of these scandals starts way even before these ministers take the helm.Like the current NCPB scandal its being said it was ochestrated last year.Lesimpayae may not have known much about it until it surfaced…not that am exenorating them but we need to consider such scenarios
