The question is, if the poor countries default on Chinese loans what will the Chinese govt tell it’s citizens whose money they are using to build infrastructure abroad?
Development in China is State-driven. No much worry about economic slump because they have massive resources to cushion the changes down or up. In the US development is private sector driven. They decide when to start, continue, or wait to weigh on losses and gains on the stocks and other company resources. Individuals worry more about risks compared to governments.
thats why the simply dont care whether cities are empty or fully occupied, of course its waste of resources but who are we to dictate how they should utileze 'em
