@uwesmake: why do they need to enforce them in Kenya if they can knock them offline at the source? I realized many of the sites people used to use for piracy were long ago knocked offline.
Many of the proprietors whose sites were hard-hit tried to move servers out of the US, but it hardly worked because in the bulk of the western world many things including anti-piracy measures work in lock-step.
Finally, if all these measures do not succeed, they can always threaten ISPs with penalties including terminating peering agreements. Which ISP in Kenya will for example risk losing uplinks to guys like hurricane electric or etisalat?
