A State agency has exposed counties whose key employment criteria since 2013 appears to be that you must be ethnically-correct, meaning you must have been born there, to get an employment letter.
Some have up to 97 per cent of employees from their tribes, which violates Section 65 of the County Government Act (2012) that proposes 70 per cent of jobs be given to locals and 30 per cent be reserved for experts from outside these areas
The report further revealed that of the 1,671 workers in Tharaka Nithi County, 95.6 per cent were from Tharaka. The Meru and Kikuyu communities had 1.9 per cent and 0.6 per cent respectively.
In Kericho County, 95.3 per cent of the 2,550 workers belong to the Kalenjin community while 95.2 per cent of the 2,638 workers in Murang’a County are Kikuyus.
Although Uasin Gishu has 64.9 per cent of 2,599 staff from the Kalenjin, 94.4 per cent of new staff employed under Governor Jackson Mandago are from his Kalenjin community.
sometimes trying to comply with these requirements in rural counties is difficult since they are mostly homogenous. You advertise and guyz who apply are mostly from that ethnic community. Counties like Kirinyaga and Bomet ama Elgeyo Marakwet its difficult to comply. Lakini Kisii, Kiambu, Kajiado, Mombasa, Kakamega, Kisumu, Bungoma, Uasin Gishu etc kama hawaja comply wamulikwe mbaya
When you say “Kisii County, 97.5 per cent of 3,606 staff are from the same community”, for example, also say what percent of the population in Kisii speak Kisii to give a complete picture, please.
I don’t mind counties offering most jobs to the people from their area but the national government must observe regional balance without promoting tribalism. The way this government works is that a kalenjin (kimaiyo) is fired for incompetence and is replaced by another kalenjin. A maasai (ole lenku) is fired and is replaced by another maasai. Waiguru steps down over impropriety and is replaced by another kikuyu. What a country!
Ya county ni ngumu kuenforce for instance nyeri and it is all neighboring counties are kikuyu (GEMA) so I bet 99% of people working in the county government are kikuyu.
Kabisa, this report should be released hand in hand with a report detailing the list of the applicants to various positions. Unless ifike point governor advertises and states No Kikuyu or Luhya to apply, saa hiyo ni County kama Murang’a ama Busia. Kura zinaenda
Most people fear applying for these Jobs, for example sidhani utakuta Jaluo ame aapply Job Murang’a county, and with these enforcements by Kaparo, they would stand a better chance. Kwa hivyo ukitaka Job kwa cownty, rusha applications kila mahali. Utakuta umepata kazi poa sana Taita Taveta County na wewe ni Mkisii
