The way to dig themselves out of this in the long-term is to grow the taxbase (through attracting businesses that can create employment for a majority of unemployed youth). Cut the red tape for investors willing to invest in Kenya to ease the hustle of doing business attractive to investors. Give tax breaks to FDI. Cut the energy costs, corruption and have people like Ruto stop stealing from government.
With a larger tax base, more people either employed or self employed will be generating some value in the economy that will see the revenue streams increase. This is not rocket science.
