Morocco is the world’s leading cannabis producer, according to the United Nations. It adopted a law in 2021 on the production and medical use of the drug, authorizing its cultivation in rural provinces in the northeastern Rif region .
Morocco transitioned from illicit cannabis cultivation to a legal framework, allowing medical and industrial cannabis use, with exports to Europe starting in 2024. Legal cultivation areas have expanded to about 3,000 hectares, mainly in the northern Rif region, with around 200 active operators.
