Shear stupidity. You dont have to stop someone at the border(entry point) to declare him a non-citizen. You can exhaust his means of survival until he reapplies for the citizenship. Let him inside the country and then take away his KRA pin, take away his ID, or License. This will force him to court (for clarification) or reapply for citizenship to regain the documents.
