Those who have been advocating for merging of counties do not know what they are talking about.
Do you think Nyanza county (Siaya Kisumu Homabay Kisii Nyamira Migori) would work where the Luos reign over the Kisiis in perpetuity or maybe North Rift County (Uasin Gishu Elgeyo Marakwet Turkana) where Kalenjins reign over Turkanas in perpetuity or even South Rift (Narok Bomet Kericho) where Kalenjin reign over Maasai in perpetuity.
Merging of counties can never work not unless wr merge ethnic homogeneous counties such as Nyamira or Kisii. Other than that the counties must and should always remain ethnic/tribal in nature to avoid marginalization.

You picked wrong and rather convenient examples to push across your point.

1. Kisii and Nyamira can be merged just like the old Kisii district.
2. Migori & Homa Bay can be merged just like the old South Nyanza district
3. Kakamega and Vihiga?
4. Tharaka Nithi and Embu?
