From now on in Tz, all anonymous online groups and platforms have been banned. All online content providers will get a licence, pay monthly fees, keep record of all activities and cooperate with government when asked to. All persons in Tz wishing to get online need to register with government, get a verified online ID, use it to browse and keep records of all their activities online. Sasa that enraged boy called dikembe will have to register all his 5000 robots as one person if he was in Tz.

Ladies and gentlemen, Tanzania is officially a dictatorship.

Tanzania is considering a new law to regulate social media in the East Afrikan country. The proposed bill, Electronic and Postal Communications (Online Content) Regulations 2017, was published by the Tanzania Communications Regulatory Authority (TCRA).

Part of the draft regulations suggest that all online content producers, including bloggers, should be licensed by the TCRA.

James Kilaba, Deputy Director responsible for development of Information and Communication Technologies at the TCRA, is reported to have said that they will “hold public forums in the coming week to share the draft document with stakeholders before the final set of rules are sent to the minister for signing and gazettement.”

Earlier this year, Tanzania’s parliament approved the Electronic and Postal Communications Act which government officials said will help curb the “moral decadence” caused by social media. They also listed more questionable reasons for the act, such as that social media is somehow a danger to Tanzania’s national security. The draft regulations will only become law once signed by Tanzania’s Minister for Information, Culture, Arts and Sports, Dr. Harrison Mwakyembe.

According to the proposed bill, if anyone is deemed to have posted content that is considered to be “indecent, obscene, hate speech, extreme violence or material that will offend or incite others, cause annoyance, threaten, or encourage or incite crime, or lead to public disorder”, they will be charged a fine of five million Tanzanian Shillings (approximately $2,300) and/or a minimum of 12 months in jail.

Other regulations that stand out from the draft bill include:

Online platforms will be required to ban anonymous users and fully cooperate with Tanzania’s law enforcement authorities
Online platforms will be required to install user manuals and record proceedings of their business around the clock by installing CCTV cameras
Publishing of content that uses bad language including use of disparaging or abusive words which is calculated to offend an individual or a group of persons will not be allowed
Publishing of false content likely to mislead or deceive the public is not allowed except when it is clearly stated as satire or fiction
It can be argued that even before this bill becomes law, Tanzania has already been implementing it. In December 2016, Maxence Melo (Founder of Tanzania’s JamiiForums Platform), was arrested for refusing to reveal the identities of whistleblowers on the online platform. Another incident, among many, is when in June 2017 Tanzania’s government imposed a 2-year ban on a newspaper including any online articles it publishes for mentioning politicians allegedly involved in corruption.

My Take: Maxence Melo ni shujaa. Ingekuwa rahisi sana kwake kuikabidhi serikali majina ya yoyote wanayemtaka. Max aligoma. Hii inaonyesha hata kwenye kazi yake hii hayuko kimaslahi binafsi, bali analitumikia Taifa. Sheria hizi ambazo serikali inazipropose, zinataka serikali iwe na uwezo wa kisheria kupata taarifa hizo kutoka kwa Max na mitandao mingine.
Hata sijui tunakoelekea kusema kweli. Nashangaa mtu unatarajiwa kukaa madarakani siyo zaidi ya miaka 10, lakini vipaumbele utadhani tunaelekea kwenye utawala wa kiimla na bila uchaguzi.

How will they implement that law to platforms like facebook and Twitter ? Ama ya TZ will have a special sign up requirements?

Its panic from megafools. 2 and half years since he took power. All his projects have failed to take off despite several launches and endless talk about them. Their sgr remains only in a few renders and site clearance for 2 years work. Their pipeline remains a dream, their hydro water and power plant is just talk and lastly the natural gas plants decision has been pushed to maybe 2026 at the earliest due to low investor confidence. What will he campaign on apart from the completed projects of his previous president. So he start by clamping on all media by killing them or taking away licences. Next is cowing opposition leaders by the bullet or forcing them to talk only in their home area. Now its shoshomedia and online. In 2020 he will amend constitution to be President for life.

the only dictatorship i see in kenya is by a minority opposition being propped by the evil society and wakora judges. Uhurus gov is just reacting

Let Tz deal with its own issues alone. Our constitution is expensive and flawed here or there but at least it prevents the extremes of dictatorship. Besides having opposition supporters ranting, whinnying, shouting, insulting and generally being unruly throughout is in a small way therapy to them and keeps them from losing their minds entirely from stress.

No biggie msee, you speak Swahili like a tz but ridicule them like a Kenyan.

Don’t compare us with Tz. You can’t even write this there utashikwa. Here the tiny loud minority is trying to dictate to the silent majority. It can’t work. In Tz you haven’t yet replaced ccm since independence. You need to do that first then change a few presidents after and your democracy will be a middle stage like our own. I have always said Tz is a calm mountain subdued for long. Its been rumbling for some few years, suddenly a few chorus here and there is building momentum to a song. Soon it will erupt. Change is coming but I don’t know who will lead it and that is what scares megafools. Spontaneous uproar. I know their is a first national peaceful strike on April 26th and its been running on social media. This is ccm respond to that. Internet will be shutdown like Ethiopia if momentum continues.
