I doubt Putin is the only one who defines it as a genocide. The people of Eastern Ukraine have always been pro-Russia. Instead of the government accepting this fact and living with it, they adopted some hostile anti Russian policies. Did they just imagine the ethnic Russians in the east would just agree to them?
I read the links. Putin used that situation to invade Ukraine. Where did he get that info that it was a genocide? Which body defined it so?
