To control the coronavirus thing, these three measures would have sufficed: Mandatory masks for all, Handwashing for all and people being firmly instructed not to touch their faces, noses and mouths. Not lockdowns, business closures, curfews and what have you. That is probably all it would have taken, because the virus doesn’t have a magical way of spreading.
But because some fuckers are keen on seeing the global economy crash/return the oil prices to $10 per barrel, they are pushing for lockdown. Lockdown has become a chorus. Already, 500,000 people who work in bars and the entire alcohol supply chain are out of work. For what?
Yes, corona is dangerous, but the measures to control it have to make sense.

I agree with you from the point that the economic shutdown in Kenya might harm more people than the virus would have, even if it infected every Kenyan. Total lockdown is a prescription that the larger economies can deal with. But economies such as ours cannot. Already, the US is enacting a stimulus package to counter the negative effects of this virus. Most Kenyan citizens on the other hand will be totally on their own at the end of this outbreak. The haves will forge ahead while the regular folk will face dire consequences
I think the measures you outlined above, together with suspending all international passenger flights would have been fine. Coupled to these would be testing and/or quarantine of all who display flu like symptoms

What this virus has done is magnify economic disparities. Those who can afford, have bought enough food and gone underground for the next several months while the poor and those working in “essential” services have no choice but be exposed to this deadly disease.

Problem with lockdown is, the earlier you do it the shorter you will have to do it, delay the longer, but unless you have lots of money to do tests and quarantine positives on a massive level, LOCKDOWN IS INEVITABLE
