I keep saying, the government must establish GoK schools even in areas dominated by muslims.

As per the new curriculum, the earliest learning is under ECD.

Are madrassas ECDs? Are they day cares? Are they religious centers?

If they are religious centers, the law is very clear. Sharia is only on matters like inheritance, marriages and divorce between Muslims and to the extent they are not in conflict with the constitution of Kenya.

That means sexually abusing kids is in conflict with the constitution of Kenya. Also, madrassas are most likely not adhering to relevant laws on children, safety etc
