What you are saying is the equivalent of you hiring a farm manager and then he tells you he has the power to sell your farm without consulting you. The parastatals belong to the people of kenya and the people/owners must be consulted via their representatives in parliament to debate whether to sell their property or not. A rogue farm manager must not be allowed to sell your farm.
Ruto is not a farm manager in this case, that is why we involve all kenyans who are above 18 in deciding who will hold executive power. We delegate all executive power to the president. There is no way around that. In monarchies, the executive is held for life, in a democracy, citizens have a chance to pick who wields it. it is full executive power. Same way a CEO has unbridled executive power together with his team of directors. He can use it as he likes and shareholders can approve it during the AGM. There is no way around it. Executive power is absolute aboslutely once the office holder takes office.
