They might have sent it yesterday. It seems the document IEBC is quoting is the same as the one that was circulating yesterday with the same errors and which nasa supporters were saying is fake. So I think the letter by Orengo had already been sent and that how jubilee bloggers got it. Were it not for that, NASA would have already rectified the document because those mistakes had already been pointed out yesterday.
